Caulfield South, Bentleigh & Carnegie – need your help

GERA has received the below, self-explanatory email from the SAVE GLEN EIRA residents group. GERA works closely with SGE and supports their request for residents to show their support for these areas currently experiencing a “development siege”.

What happens in these locations will inevitably flow on to all other suburbs of the municipality if residents don’t act now.

Drafted responses to Council (together with Council contact details) are included in the below – so asking for a show of support is not a big ask.

#######

Dear All,

Whilst we’re in a prolonged lock down, much is happening around Glen Eira. There are many decisions that Council will be voting on in the next few weeks. Whilst certain suburbs are impacted greatly, residents from across Glen Eira have the opportunity to give their support. Our councillors’ preparedness  to listen to residents is highly correlated with the number of letters received.

 We would appreciate your input.

Caulfield South. Action needed this week

Caulfield South is a Neighbourhood Activity Centre which, in the Glen Eira City Plan (2020) has designated height limits of 5 storeys for buildings in commercial zones. This document is not a planning document, and VCAT will view highly the fact that there are no height limits for proposed buildings in commercial zones of Neighbourhood Centres

There are 5 hearings scheduled at VCAT:

Glen Eira Council has not provided external legal representation for any of these hearings. The residents have been left to fight the developers’ proposals on their own.

If these proposals proceed, the impact on this Neighbour Centre will be dramatic and disastrous. Caulfield South is not a Major Activity Centre.

Attached is a proforma letter written by CS-RAID (Caulfield South Residents Against Inappropriate Development), requesting Glen Eira Councillors to review their stance on these hearings and provide legal assistance for the residents.

Draft Amendment C184: Carnegie & Bentleigh. Action needed this week

This amendment proposes changes to the Glen Eira Planning Scheme for Carnegie & Bentleigh.

There is massive change for the residents in these suburbs. And without proper consultation and the difficulty in accessing meaning in the bundle of documents connected with this amendment: the rezoning of areas, the introduction of new zones, the discretionary height limits, the lack of new open space and the loss of public land: it is not surprising that many are left confused and frightened.

The Amendment C184 brings considerable change for the residents. The residents do not feel as though they have been able to put their views to Council, nor to have an input into how their neighbourhood will develop.

Imagine a resident currently living in NRZ1 (2 storeys) who now finds that they will be living in GRZ5 (3 storeys) when the Amendment C184 is passed.

Attached is a proforma letter that you may wish to send to Councillors and the CEO in support of the residents of Carnegie and Bentleigh.

Closing date of submission is this Friday August 27 2020. Submission is online:  www.gleneira.vic.gov.au/AmendmentC184 ; or direct to Glen Eira Council attention City Futures, https://www.gleneira.vic.gov.au

This is the time for Glen Eira residents to help each other. Please find some time to send off a letter or two to Council.

Regards,

Bernadette

 Footnote:

The Amendment C184 letter included above is a overall letter – a more detailed response specific to Bentleigh and Carnegie is available on the SGE’s website.

LODGE A DRAFT CONCEPT PLAN SUBMISSION

A reminder that residents submissions for the Draft Concept Plans, presented at the recent community forums, are due to be lodged today.  Although, as mentioned by Aiden Mullen at the Elsternwick Forum, some leeway will be granted for late submissions.

The Draft Concept Plans for Bentleigh, Carnegie and Elsternwick Activity Centres all feature

  • expansion of the centre boundaries and significant changes to height limits (particularly for newly defined Urban Renewal Areas and Strategic Sites)
  • no strategic justification for these changes
  • scant detailed information on expected population densities, government targets and
  • no information on the planning tools to be implemented to achieve desired outcomes

Regardless of whether or not you attended a Forum, GERA urges all residents to lodge a submission either today or early next week.

The changes are significant and have far reaching implications for all residents who live in, nearby or frequent these activity centres. Likewise for the “lesser” Neighbourhood/Local Centres which, although yet to be reviewed are more than likely to experience  similar expansions and height increases.

Details of Draft Concept Plans and a copy of GERA’s submission* are available

BENTLEIGH ACTIVITY CENTRE – CONCEPT PLAN FORUM

The Centre Road Bentleigh Group have forwarded us the following letter urging residents to attend this Thursday’s Concept Plan Forum for the Bentleigh Activity Centre.  Significant changes are being proposed.  Forum details  and links to Council documentation are provided in the letter.

GERA supports the group and strongly urges residents to attend the Forum to express their views on the proposed changes.

AN IMPORTANT LETTER TO RESIDENTS FROM RESIDENTS

The City of Glen Eira is currently planning for Bentleigh’s future and has developed a draft plan that is now out for community consultation.  This plan proposes excessive development for Bentleigh and if implemented will have a huge impact on our area and the way that we live.  Now’s your last chance to influence this direction.

What’s Proposed for Bentleigh

The draft Council plan for Bentleigh includes:

  • Developments of up to eight storeys on both the east and west sides of the train line.
  • The sale and development of Council owned land (current car parks) for up to eight storeys.
  • An increase in the footprint that can be developed to three storeys (from two storeys).
  • Three storey developments on Centre Road, west of Rose Street and east of Jasper Road, along much of Centre Road that is currently two storeys.

To view the Council’s proposal for Bentleigh go to Council’s website

In summary, this is a proposal for the further significant over-development of Bentleigh, it is not consistent with ongoing resident feedback and it has not been justified by Council.  As this plan will shape the future of Bentleigh, Council needs to hear loud and clear that it is not acceptable.

Background for Residents

Glen Eira currently has the lowest provision of open space in Melbourne, one of the highest population densities, one of the highest rates of new dwelling developments and more than enough housing supply opportunities for future population needs.  Glen Eira is already well and truly pulling its weight in terms of Victorian population growth and will continue to do so into the future with large development areas such as East Village on East Boundary Road in East Bentleigh and the completion of Caulfield Village.  Based on the current rate of new developments, Glen Eira is well ahead of the state government new dwelling and population projections for 2031.  Of concern, none of these facts have been included into the establishment of the Council’s plan for Bentleigh and there is no justification for the excessive over-development proposed.

What You Can Do

Enough is enough, we need resident involvement now or the damage of what’s being proposed will be irreparable.  This is what you can do to help shape the right future plan for Bentleigh.

  • Attend the Bentleigh community forum on Thursday 10th August from 6.30pm – 8.30pm at Duncan Mackinnon Reserve Pavilion, corner Murrumbeena and North Roads Murrumbeena. (Please attend, your attendance is very important).
  • Respond to the Online Survey and highlight: four storey developments (maximum), no growth of the zone for new developments, no sale of Council owned land for new developments and the increased provision of open space.
  • Contact Ward Councillors

Cr Jamie Hyams  M: 0427 319 018  E: JHyams@gleneira.vic.gov.au

Cr Jim Magee      M: 0427 338 327  E: JMagee@gleneira.vic.gov.au

Cr Nina Taylor     M: 0466 372 809  E: NTaylor@gleneira.vic.gov.au

Remind them that they have previously stated a position of opposing large-scale and excessive development in Bentleigh and that now’s the opportunity to demonstrate it.

Further Queries

If you have any queries, want to be kept informed or would like an electronic copy of this letter you can email centreroadbentleigh@gmail.com

****************************

In addition to the issues raised in the above letter, GERA believes that when reviewing the proposed changes for Bentleigh, residents should also consider the nearby Major and Neighbourhood Activity Centres.  Within the context of a relatively small area, there is significant provision for future development – a significant provision that Council has not considered in the proposed Bentleigh Concept Plan.
